LONDON, ONTARIO – April 1st, 2016 – New research from the Lawrence National Centre for Policy and Management entitled Attracting Global Mandates: Summary and Recommendations focuses on how Canadian manufacturers can win the fierce global competition for production and R&D mandates. The second phase in the Future of Canadian Manufacturing Project employs the Ivey Business School’s case study method to understand the strategy of successful CEOs and the role that governments can play to support them.

"Recently, foreign direct investment for greenfield manufacturing projects in Canada has grown at a substantially slower pace when compared to both the United States and Mexico,” said Paul Boothe, Director of the Lawrence National Centre for Policy and Management. “Intra-firm competition is fierce and we need to understand how Canadian CEOs at global firms win R&D and manufacturing mandates. This is a competition that we cannot afford to lose."       

On the government side, the research digs deeply into approaches to investment attraction by best practice organizations including Pro-Mexico, Select USA and Invest HK in order to better understand their success in attracting manufacturing investment to their jurisdictions.

Attracting Global Mandates makes three recommendations based on significant engagement with business, government and academic defining the highest-priority practical actions that could help attract investment in advanced manufacturing in Canada. Participants identified practical steps governments could take to raise Canada’s game to the level of its best-practice competitors. These recommendations centre around Canada’s need to adopt a deep strategy, identifying target sectors based on close and formal coordination across federal and provincial governments.

The summary report titled Attracting Global Mandates: Summary and Recommendations by Paul Boothe will be followed in the coming weeks by five background reports featuring the detailed studies.
