This workshop will address broadband policy in Canada and around the world. International experts will pursue the design of a successful broadband policy:
- What are the workable alternatives for government?
- How should everybody be included?
- How should companies invest and innovate?
- How should a competitive marketplace be built?
- How should the increased government funding for broadband be used?
- What will AI and metaverse mean for broadband policy?
These are just examples of questions that will be discussed in this workshop. International experts will provide research and perspectives on from other countries and regions, together with on-going developments in Canada by government officials.
The immediate background to this workshop is that Canadian broadband policy is currently being revised. The Canadian Radio-television and Telecommunications Commission (CRTC) has opened a Notice of Hearing on the Wholesale High-speed Access Service Framework, including a significant reconsideration of regulatory tools for wholesale broadband. Furthermore, the CRTC has started a Broadband Fund Policy Review that will address the future objectives of broadband funding, moving beyond access toward affordability. These initiatives are expected to have long-term impacts on the functioning of the Canadian broadband markets, access and the state of competition.
