Andrew Leach, Professor at the University of Alberta, spoke to 350 HBA students in the Corporations and Society course about the theory and practicalities of implementing a market-based carbon policy in Canada. Mr. Leach leaned on his experience with the Alberta Climate Leadership Panel and within the context of the October 2019 federal election.
