Dennis McConaghy, Visiting Fellow with the Ivey Energy Policy and Management Centre, and author of a new book titled “Dysfunction: Canada after Keystone XL,” believes a carbon tax should have been pursued more publicly and with greater conviction years ago, to convince President Obama to approve Keystone XL. His book examines the history of the project, the impacts in Canada and the choices the country now faces. McConaghy is the former Executive Vice-President, Corporate Development, at TransCanada. He retired in 2015.
